It's impossible, because server placing in Moscow. it is physically impossible to lower the ping from China to Moscow

And you can calculate minimum ping, BUT of course the traffic NOT direct, the distance more large and depends on many factors.

For example when i played on Japanese server(I'm from Poland) I was have around 270 ms.
