When I try VDK/KHV I see guardclientlauncher.exe start and exit without the game starting. JP works but the ping still fluctuates between 260-550 in game. I ran ping tests against it for over an hour (while I was playing) and had a stable ping to it: Ping statistics for 13.113.195.180: Packets: Sent = 5015, Received = 5015, Lost = 0 (0% loss), Approximate round trip times in milli-seconds: Minimum = 135ms, Maximum = 169ms, Average = 136ms

I know, but it should be around 280 to Moscow. I've tried this before with PingBooster and ExitLag and it never went above 300 so I'm wondering if there's just something wrong with the launcher routing. High ping is ok as long as it doesn't fluctuate.

I've tried this but the ping seems to fluctuate way too much. For example I get 260 ping to EU1 but my ping in-game ranges from 260-600. Services like Pingbooster don't have this problem.
